The European Council has issued a new implementing regulation published today in the Official Journal of the European Union (EU), adding Abdul Rahim Hamdan Dagalo, Deputy Commander of the RSF, to the list of individuals subject to European sanctions due to his direct role in serious human rights violations and threatening the stability of Sudan.
According to the text of the regulation, the EU decided to list Abdul Rahim Dagalo based on evidence confirming that since October 2023 he oversaw RSF military operations in all five Darfur states, particularly during the October 2025 events in Al Fashir, where he “issued orders for killings and executions” and participated in “leading actions directed against civilians.”
The regulation also links Dagalo to Al-Junied, a multi-activity company previously under sanctions, which the EU accuses of financing RSF operations and providing logistical support. It notes that Abdul Rahim owns the company alongside two of his sons.
The regulation affirmed that Abdul Rahim Dagalo is “responsible for acts constituting serious human rights and international humanitarian law violations, as well as actions that threaten peace, stability, and security in Sudan.”
The European sanctions include a travel ban to EU countries and the freezing of any financial or economic assets he holds within member states’ territories.
These sanctions come amid widespread international condemnation of the violations that took place in Al Fashir following the RSFs’ takeover at the end of October 2025, including reports of mass killings, field executions, widespread sexual violence, looting, as well as a suffocating blockade that caused an unprecedented humanitarian disaster in Darfur.
The EU had officially condemned in a previous statement dated 27 November 2023 the ongoing fighting and serious violations against civilians in Sudan, emphasizing the need to hold those responsible for the crimes accountable.
