The Council of the European Union adopted conclusions on Sudan, in which it strongly condemned the war that has been raging for more than two years and the resulting human losses and widespread suffering, warning of a serious threat to the stability and security of the region. It also expressed deep concern over Sudan’s unity and territorial integrity, rejecting any attempts at fragmentation or the establishment of parallel governance structures based on political or ethnic grounds.
The Council urged the leadership of the Sudanese Armed Forces and the RSF, along with their external supporters, to engage constructively in negotiations aimed at achieving an immediate ceasefire within a comprehensive and credible mediation process. It emphasized that such efforts should lead to a lasting cessation of hostilities, ensure the rapid and unhindered delivery of humanitarian aid, and the protection of civilians across the country.
The statement called for credible commitments leading to an inclusive, representative, and independent civilian government, along with the restoration of the rule of law, accountability, and respect for international law, including international humanitarian law and human rights law, in order to achieve justice in Sudan.
The European Union affirmed its readiness to step up its engagement with the parties to the conflict, provided that tangible progress is made toward these demands. It also hinted at the possible use of its full range of foreign policy instruments, including targeted restrictive measures where appropriate, to support a peaceful resolution of the crisis.
The Council noted that the Union, as co-chair of the Paris and London conferences on Sudan and its neighboring countries, will continue to act with one voice and coordinate its efforts with aligned parties. It reaffirmed its commitment to supporting Sudan in preserving its unity and achieving stability, democracy, and sustainable prosperity.
